But across North County San Diego, the actual record of expanding bureaucratic layers suggests something more complicated. Process growth and accountability growth are not the same thing, and conflating them has real costs.
The current debate at the county level makes this tension visible. San Diego County manages an $8.6 billion budget and roughly 3.3 million residents — a scale that genuinely demands institutional structure. But the question isn’t whether some oversight is necessary. It’s whether each additional layer actually changes what residents experience.
When more rules produce less transparency
The San Diego County Board of Supervisors advanced a charter reform package in May 2026 that would create an independent ethics commission, an independent budget analyst, and an independent program auditor — all framed as revenue-neutral additions. Supporters argue these bodies will modernize what one observer called a “giant county bureaucracy of 20,000 people” that voters feel doesn’t work for them. That framing is honest, but it reveals the problem embedded in the solution: if the existing bureaucracy isn’t working, layering new oversight onto it may simply produce a larger, equally unresponsive structure.
