SAN MARCOS — Cal State San Marcos police arrested 19-year-old Brandon Reylando Roldan on Tuesday evening in connection with a reported rape in January, a university spokesperson said.
The spokesperson said the arrest was unrelated to four rapes reported at campus housing facilities earlier this semester.
According to Superior Court records, Roldan faces three felony charges: rape of a person unconscious of the nature of the act, sexual penetration of an unconscious or sleeping person, and oral copulation of an unconscious person.
Roldan was released on bail and is scheduled to be arraigned Monday morning at the Vista courthouse. Police and university officials did not immediately confirm whether Roldan had any current or past enrollment at CSUSM.
The arrest follows heightened scrutiny of campus safety after four rapes were reported during the first three weeks of the fall semester. University officials confirmed reports associated with Sept. 5 and Sept. 18 at The Quad, Sept. 6 at University Village Apartments and Sept. 13 at Black Oak Hall.
The university issued crime bulletins notifying students, faculty and staff of the reports. University spokesperson Jerry McCormick told The Coast News in September that investigators were looking into a different suspect in each case and that each person reporting a rape knew the alleged perpetrator.
In a subsequent response to a records request from The Coast News, University Police said the Sept. 18 rape had not been reported to the agency.
A separate campus alert concerned a student who reported being fondled by a burglar in her dorm room Sept. 21.
Following criticism from students and faculty over the university’s initial response, CSUSM President Ellen J. Neufeldt released a video Sept. 23 announcing increased security and expanded sexual assault prevention efforts, including bystander intervention training.
A student petition calling for additional security had drawn more than 2,100 signatures by Sept. 24.
McCormick said the university begins prevention and consent education before students arrive on campus and continues those efforts throughout the year, along with confidential advocate services and information about campus resources.
