Expanding access to mental health care in North County

Mental health care is deeply personal. When someone is in crisis, it’s not just about systems or facilities, it’s about people, families, and moments that can feel overwhelming and uncertain.

At Tri-City Medical Center, we see that reality every day. And for too long in North County, there has been a gap in how and where people can access the care they need during those critical moments. Families are often left searching for help in the middle of a crisis, unsure where to turn or how to navigate a complex system.

That is beginning to change.

Through a partnership with the County of San Diego, Tri-City has opened a new Psychiatric Health Facility, or PHF, on our Oceanside campus. It is a meaningful step toward making sure individuals can receive care closer to home, surrounded by the community they live in and supported by providers who understand the region.

For years, many patients in crisis were left waiting in emergency departments or transferred far outside the region to find an available bed. These delays can add stress during already difficult moments. The PHF is designed to ease that burden by providing short-term, intensive support in a structured and therapeutic setting focused on stabilization and recovery.

“This has truly been a collaborative effort to meet a critical need in our community,” said Dr. Gene Ma, president and CEO of Tri-City Medical Center. “By working together with the County, we are expanding much-needed access to inpatient behavioral health care.”

Just as important as the facility itself is how people access it.

The PHF is not a walk-in facility. Instead, it is part of a coordinated system of care, where patients are referred through emergency departments, behavioral health professionals, and crisis stabilization services. This approach helps ensure individuals receive the right level of care at the right time, based on their specific needs.

A key partner in that system is Exodus Recovery, which operates a crisis stabilization units in Vista and Oceanside. These centers provide 24/7 support for individuals experiencing a mental health crisis, offering immediate assessment, care, and a safe place to begin stabilizing.

For many, that level of care is enough to help them regain stability and return home with follow-up support. When additional care is needed, providers work together to coordinate next steps, including referrals to facilities like Tri-City’s PHF for more intensive treatment.

“This is about ensuring people receive the right care, in the right place, at the right time,” Ma said.

No single organization can meet every need on its own. But when providers work together, when systems are connected, and when care is coordinated, it becomes much easier for individuals and families to find their way through difficult moments without feeling alone.

That is what this effort represents. Not just a new facility, but a stronger, more compassionate system of care for North County—one that reflects the needs of the community and the importance of working together to meet them.
