Will citizens ever learn?
Re: the front page article in the Dec. 6. 2013 The Coast News titled: “Encinitas Faces Fine of up to $430,900,” it is just one of a myriad of such fines assessed to negligent city, state and government agencies, who, in reality, do not pay these fines themselves, but rather, they are paid by the taxpayers from whom the agencies milk the funds.
When will taxpayers stop believing that, “It doesn’t cost me anything, the government is paying for it!”
