The program objective is to expand sources of funding for housing, and to expand the supply of affordable housing through the support of Local Housing Trust Funds. State matching grant funds can be used to provide loans to pay for construction or rehabilitation of affordable rental housing developments, emergency shelters, permanent supportive housing, transitional housing and affordable homebuyer/homeowner projects. On March 7, 2023, the State Department of Housing and Community Development released a Notice of Funding Availability for approximately $53 million in competitive Local Housing Trust Fund dollars. The City of Carlsbad is pursuing the Local Housing Trust Fund program to obtain needed funding for eligible affordable housing projects previously funded by the City of Carlsbad’s Housing Trust Fund.
