Dollahon  Oceanside, CA 92054 BALLOT TITLE An Initiative Measure Amending the City of Oceanside City Code to Allow Dogs Off-Leash at all Times Year-Round on the Oceanside Beach from Tyson Street South to the City’s Border with Carlsbad and On-Leash on the Oceanside Beach from Breakwater Way to Surfrider Way During Specified Hours BALLOT SUMMARY This initiative amends the City of Oceanside’s City Code to change the current law that prohibits most dogs on the Oceanside beach. The current City Code prohibits dogs on the beach with the exception of dogs for the visually impaired or dogs used by law enforcement personnel in the course of performing official duties. The initiative amends Chapters 4 and 19 of the Oceanside City Code to create three new exceptions to the current prohibition. First, the initiative proposes to allow dogs on the beach from Tyson Street south to the City’s border with Carlsbad. Dogs would be allowed to be off-leash during all hours of the day in this area provided they are within the visibility and voice command of the owner/handler. This off-leash area for dogs would be allowed year-round. Second, the initiative allows dogs on the public beach on a leash from Breakwater Way to Surfrider Way from 4:00 p.m. to the following 10 a.m. during summer months and from 6:00 p.m. to the following 9:00 a.m. during non-summer months. Third, the initiative creates a new exception in the City Code for service dogs used by an individual with a physical disability related to movement, visual impairment and/or those with a hearing impairment provided the handler remains in control of the service dog. This exception applies to any area of the Oceanside beach. The initiative directs the City Council within one year of the adoption of the initiative by the voters to file a required application with the California Coastal Commission. The initiative will not become effective until the Coastal Commission approves it as an amendment to the City’s Local Coastal Program. Finally, the initiative directs the City Council to adopt rules and regulations to maintain the beach for both humans and dogs. The rules and regulations cannot be inconsistent with the initiative and may relate to subjects like dog owner/handler responsibilities, cleanliness, signage, special events and enforcement. 01/12/2024 CN 28382

MiraCosta College Board of Trustees Seeks Candidates for Trustee Area 7 Vacancy The MiraCosta Community College District’s Board of Trustees convened on December 14, 2023. The MiraCosta Community College District’s Board of Trustees has announced a vacancy on the Board following the resignation of Dr. William “Bill” Fischer, Trustee for Area 7,  effective January 2, 2024. The Board seeks a dedicated and qualified individual to fill this important role for the remainder of Dr. Fischer’s term, which ends in November 2026. Dr. Fischer, who has served with distinction for 13 years, submitted his resignation on December 5, citing personal reasons. His departure leaves a critical position open, representing central Oceanside. The Board expressed sincere gratitude for Dr. Fischer’s valuable contributions and steadfast commitment during his tenure.
