Vista OKs improvements to Wave Waterpark, sports fields

VISTA — In a quiet and relatively brief meeting Tuesday evening, the City Council unanimously approved a consent agenda that included repairs to the Wave Waterpark and lighting upgrades at the city’s sports parks.

The council separately endorsed state Proposition 1 on a 3-2 vote.

At the meeting’s opening, Mayor John Franklin reported that the council had met in closed session and taken no reportable action.

Following presentations to the Friends of the Vista Library and the Knights of Columbus, several speakers again urged the city to invest more in marijuana prevention in light of a recent vote to allow an expansion of cannabis businesses in the city.

The council then approved the consent calendar, in which it voted on multiple items without discussion. Among those items were:

  • Replastering the pool at the Wave Waterpark for $317,500.

  • Resurfacing the FlowRider at the Wave for $485,000.

  • Upgrading sports field lighting to LED at Brengle Terrace, Thibodo and Vista Sports Park at a cost of $742,000.

Separately from the consent agenda, the council also voted to update its appointment process so that if a council member fails to name an appointee to a city board, commission or committee within 45 days, that appointment authority will pass to the next most senior council member. That member will have 30 days to fill the appointment. If the position remains unfilled, the process will repeat.

On endorsing Proposition 1, which will appear on the ballot as the “Veterans and Affordable Housing Bond Act of 2026,” Franklin argued passionately that the state is already too deeply in debt and that borrowing to pay ongoing costs is irresponsible.

Councilmember Jeff Fox joined Franklin in voting “no,” while Deputy Mayor Dan O’Donnell and Councilmembers Corinna Contreras and Katie Melendez voted in support.
