Sidewalk, bike lane closures in Encinitas, Carlsbad begin Jan. 13

ENCINITAS — Construction crews with the Build NCC project will begin a series of sidewalk and bike lane closures starting at 9 a.m. on Jan. 13 at locations near Interstate 5 in Encinitas and Carlsbad.

The closures, expected to last about eight weeks, will allow crews to construct new Americans with Disabilities Act (ADA)-compliant pedestrian and bike ramps.

The first closure will affect eastbound Leucadia Boulevard in Encinitas, followed by eastbound closures along La Costa Avenue, Poinsettia Lane, and Palomar Airport Road in Carlsbad. Detours will be provided for pedestrians and cyclists during the closures.

Closure Details and Detours:

  • Leucadia Boulevard (Jan. 13 – March 10):
    The eastbound sidewalk and bike lane will close between the southbound I-5 on-ramp and the northbound I-5 off-ramp. Pedestrians can cross at Clark Avenue to access the westbound sidewalk, while cyclists will share the rightmost lane with vehicles.
  • La Costa Avenue (Jan. 20 – March 17):
    Eastbound closures will stretch between Piraeus Street and the southbound I-5 on-ramp. Pedestrians can cross at Piraeus Street, and cyclists will use the rightmost vehicle lane.
  • Poinsettia Lane (Jan. 27 – March 24):
    The eastbound sidewalk, bike lane, and right-turn lane will close between the southbound I-5 on-ramp and northbound I-5 off-ramp. Detours direct pedestrians to the westbound sidewalk at Paseo del Norte, while cyclists share the rightmost lane.
  • Palomar Airport Road (Feb. 3 – March 31):
    Eastbound closures will impact the sidewalk, bike lane, and right-turn lane between the southbound I-5 on-ramp and northbound I-5 off-ramp. Pedestrians can detour to the westbound sidewalk at Paseo del Norte, and cyclists will share the rightmost lane.

Build NCC reminds the public that construction schedules are subject to change. Updates will be provided before each scheduled closure.
