Per SB 743, starting on July 1, 2020, LOS shall no longer be used as the performance measure to determine the transportation impacts of projects. Instead, an alternative metric that supports the goals of the SB 743 legislation is necessary, and CEQA Guidelines state that VMT is the most appropriate measure of transportation impacts. The VMT Guidelines identifies VMT analysis methodologies, establishes VMT thresholds for CEQA transportation impacts, and identifies potential mitigation strategies. The Draft VMT Guidelines document is available on the City’s website at: encinitasca.gov/mobilityelement ENVIRONMENTAL STATUS: The VMT Guidelines are exempt from environmental review pursuant to the California Environmental Quality Act (CEQA) Guidelines Sections 15061(b)(3) and 15378(b)(5).
