It has been my honor and privilege to have served the community as a member of the City Council and I would be honored to have your vote again.
The truth is, I’m very proud of our accomplishments during my time on our City Council. Through these difficult economic times:
— We maintain one of the largest financial reserves of any city, initiated pension reform, and our fiscal policies have earned us the highest possible credit rating.
— We’ve had zero layoffs, that has allowed us to continue with capital projects, and have no cutbacks in city services.
— We’ve made public safety a top budget priority, resulting in one of the lowest crime rates in the county.
— The EPA honored us as one of the nation’s most energy efficient city halls.
— We were also awarded best-restored beach for our work on Grandview Beach — using only transient occupancy taxes!
— We’ve won hard-fought approvals for the Hall Community Park, performing arts center at San Dieguito Academy and Scripps Hospital expansion.
I’ve been part of this community my whole life, but now my political opponents — the same individuals who opposed all of these approvals — are trying to tear me down right before the election. The nasty negative politics we all see at the national and state level has now unfortunately come to our wonderful small city. An honest debate of the issues that will impact the citizens of Encinitas is now buried in this storm of personal attacks.
Their last-minute attacks, however, can’t undo my five decades of commitment to Encinitas and I will not participate in this negative campaigning.
It’s an interesting coincidence that most of the dirt that has been tossed about comes from people opposed to our wonderful Hall Park and a necessary Scripps Hospital expansion. I strongly support both of these community improvements. If I have to be on the receiving end of this treatment for my support, so be it.
With your continued faith and support, we will finish the work we’ve started:
— Protect the Hall Community Park approval, and get it built.
— Assist Scripps Hospital in its expansion to better serve our needs.
— Initiate the northern Highway 101 and Cardiff specific plan.
— Replenish the sand to protect our beaches and bluffs.
Together, we will make Encinitas an even better place to live. Thank you.

I just got a robo call from Jerome Stocks endorsing Dan Dalager and Kristin Gaspar for City Council. He says he fully supports them and their efforts. Wow…That sure says something for Jerome. He supports all the name calling, lies, misinformation, fake slate mailers, phony-tony posts, nasty edited videos and mud slinging. It also says that he supports Dan Dalager in regards to his inadequate loan filing, hidden job and revenue with the bank and his taking appliances at hardly any cost. These charges are not political they are facts and are being investigated by the San Diego District Attorney. Here is another City Councilman besides Dan Dalager who thinks all this is OK. Just exactly what is going on at Encinitas City Hall???
Several posters commented that the Coast News was biased toward Teresa Barth. I think you only have to look at the rest o the posts to see this is not about Teresa Barth but about the ethics of Dan Dalager and his running mate Kristen Gaspar. I am not a close friend of Teresa Barth but I have met her several times at community events. When I came to the city with a proposal for saving the Hall house for an Art Center, Teresa was the only one who contacted me aand asked for further details. Not only did the three councilmen completely blow be off but I have yet to see anyone of them at community events. I know that you cannot agrees with every position all the time, however, I have always found Teresa Barth willing to listen and work for our community. If she has railed against three vote majority on the council, I commend her. These guys treat us like nothing, listen to nothing and run the city the way they want. We need a change and that is to re-elect Teresa Barth and Tony Kranz and get rid of Dan Dalager and don’t let his puppet Kristen Galager get a chance to keep thing like they are.
Ms. Gaspar defines herself and justifys why residents should vote for her based on her degree in broadcast journalism and her position as a CFO at Gaspar Physical Therapy. In recent weeks, we have seen her inability to apply the most basic skills that an ethical and competent journalist would adhere to.
She also fails to impress people with her financial acumen since she lacks the education for the position and claimed at the last forum that she did not pay for the ad which Kathleen2 mentions in the post below. Wouldn’t a CFO, or a bookkeeper for that matter, be able to see the check that was cashed to pay for this mailer?
I have no confidence in Ms. Gaspar at this point. Even my willingness to believe what other have said about her being a nice person is in doubt. Ms. Gaspar and Mr. Dalager, it is not nice to lie!
Dan Dalager and Kristan Gaspar paid for the Pick Two Campaign Smear flyer. You have to look at the box that says Notice to Voters. At the end you will see what appears to be some marks. Get a magnifying glass and look at the marks. yYou will see a quote mark, a star or asterick and then another quote mark. The star tells us who paid for the flyer. The stars are next to Dan and Kristan’s names on the other side where it said Elect……….
So much for truth and transparency. This flyer says so much about their characters. They are banking on the fact that many people come home from work so exhausted they don’t have the time to check the sources listed. For instance the source to Supported draught proof water supply was the SDWD minutes of August 22, 2010. That was a Sunday.
This mailer and the one many of us got on Sat. saying if we are for families we have to vote for Dan and Kristan (also paid for by Dan and Kristan) were both mailed from 1212 S. Victory Blvd.,Burbank Calif. If you goggle that address you will get Durkee and Associates. The FPPC has fined this company in the past for their slate flyers. Dan has previously used this company for his paid for by the candidate, deceptive slate mailers.
As for "…initiating the Cardiff and Leucadia specific plans."
The Leucadia Specific Plan was initially intended to be implemented at the same time as the Downtown Specific Plan. That’s a long time ago, Dan.
In Cardiff the Specific Plan was drafted by citizens and butchered by your staff into an unrecognizable facsimile of the drafted document, on your watch. It was re done again, with added expense for staff and many years later partially approved. It is not complete now.
The costly time delays cost money and you should not be proud of the way either of these civic projects were handled.
Gaspar and Dalager are the light weight twins, posed to do the bidding of their monied backers. Neither has a clue about the real issues and Dalager has "screwed up" by his own admission. But now, to him it is just "election year antics" to smear him – how dumb does he think the voters are? He was caught with his hand (both hands and head)in the cookie jar and has yet to come clean, as he promised (because he can’t). Encinitas is no longer the samll town that can allow dishonest or uninformed individuals to assume power – Dalager must go and Gaspar needs to gain some experience that counts.
Did Dan seriously expect his quid pro quo activities to not be called out in an election year? If the activities were a fabrication that would be one thing, but these are self-admitted "screw ups" being investigated. He’s playing the victim card but he is a victim of his own making.
An example of a smear tactic is the mailer he and Kristin Gaspar sent out listing only three candidates (dismissing Kranz) with the insinuation that Teresa Barth went on a shopping spree on the city’s dime. The charges, since 2006, were for attending out of town conferences and workshops, learning how to better run our city. The fact that Dan didn’t trouble himself to attend anything speaks volumes.
When questioned on the mailer both Kristin and Dan claimed not to have any knowledge of the flyer which was sponsored by a shadow organization that does not even have a google address. What kind of leadership is this?

What a waste of an opportunity to come clean. You could have used this venue to post pictures of your scrap appliances and explain how you "forgot" accepting a loan of 100k. Instead, you keep spinning a tale that cannot stand up to scrutiny:

TRUTH: what reserves? what pension reform? credit ratings mean nothing these days, where have you been for the past three years?

TRUTH: The City has canceled contracts with independant workers; there is no money for the Hall Park — because you keep City workers on the dole even though there is nothing for them to do! How many building permits were pulled in 2007-2009? Why keep a full staff in Planning and Engineering? No cut backs in City services — what about road maintenance!

TRUTH: You have made public safety the lowest priority. There are many places in Encinitas where the roads constitute death traps. There is no improvements until someone dies…such as the roundabout on Santa Fe, the re-alining and concrete barriers underneath the Santa Fe I-5 overpass, the traffic light at Willowsprings, just to name a few.
— The EPA honored us as one of the nation’s most energy efficient city halls.
TRUTH: what the heck did you have do with this anyway — were you the leader on the committee to ensure these changes?
— We were also awarded best-restored beach for our work on Grandview Beach — using only transient occupancy taxes!
TRUTH: a made-up award by a organization that profits from the sand replenishment. Geez.

TRUTH: you ignored the Community in the Hall Community Park, voted to reject the Planning Commission’s recommendations and have a huge empty weed infested "park" — call it what it is, a Sports Complex; As for Scripps, you ignored the General Plan, allowed them to get a variance for height, and approved the intallation of a parking booth in a residential neighborhood.
Sorry, Dan, you may have done some good somewhere, but the above isn’t your shining moments.

Interesting how the supports of Dan Dalager do not present anything but complaints as to how poor Dan is being treated. No
valid information to counter the "smears" against him. Mr. Dalager is running a "poor picked on me campaign" with negative information because he does not have anything else. Rather than being proud of the $81.00 he has spend on a city credit card….one has to ask if these cards are for conducting city business….what have you been doing??????

How do you account for the 3 investigations into your activities that are pending against you at the same time if this is only a case of voters trying to "tear you down right before the election?" Do you seriously believe that these agencies also involved in a conspiracy against you, too?
Now that anyone can listen to Council meetings over the computer and verify for themselves what involved citizens have been saying all along, you are doing more to damage your own reputation than any single person or group of 100 could possibly do to your credibility.
People who share this same negative opinion of you live in every corner of Encinitas, and for the most part, we don’t even know eachother. What binds us together when we meet is a shared respect for the legal system, citizen participation, fairness, and the preservation of our beautiful community. We want to focus on issues (please spare us the squirrel hunting stories)and participate in the political process while fostoring a place for honest and open discussion–not back room deals.
To Dalager: Your statement that you will not participate in negative campaigns is BS. Your negative campaign brochure is full of untruths and innuendo. You are again not telling the truth. Please tell us what ‘they’ are saying that is not true. How can you expect anyone to believe you?
As for honest debate, you totally ignore the issues that have been brought up by the citizens. Please, comment on why you were recorded voting for petitioners before council that you had received goods and services and did not recuse yourself. Or just because it is negative to you, you feel no obligation to respond to taxpayers valid concerns.

You have not addressed any of the issues that have been raised. Your attempt to blame others and STILL not address issues may fool some, but hopefully not enough to keep you in office.

If you looked at all the complaints honestly and with a view of what would be best for our community, you too would vote for Barth and Krantz

This is another example of deceit. You know for a fact that the Hall property plan IS NOT A COMMUNITY PARK. The majority of citizens wanted a community park. This is a SPECIAL USE PARK, and you know it. You have lied to the community in a General Plan and zoning change notice on the 44 acres of the proposed park. You directed the notice to state that the Hall EIR was certified and approved by our Planning Department. You know that is not true. It was rejected.
After three months of presenting your plan to change the City General Olan and spot zoning on the Hall Property, you still will not tell the citizens any details of these proposals. Why? Here again, you offer an example that you are not truthful.
Everyone wants the Park built. It would be built now if you had not put all your energy into creating Regional Sports Park for a small minority of the community and out of towners, dividing the community, ignoring the wishes of the majority and attempting to distroy the community character of this area of Encinitas.
You have wasted taxpayers money on the delays YOU have caused.
You are not being truthful, again.
Why aren’t they talking about Ms. Houlhan’s campaign violations or Barth abuse of spending?
This paper is bias because Ms. Barth father works there.

As our elected official, you are expected and required to practice and adhere to a higher moral and ethical standard. Your overall neglect and avoidance of our citys citizens’ call for transparency and accountability is nothing short of appalling.
Your indiscretions both publicly known and those yet not disclosed will not go unchecked, and you will be held accountable. The council and the management of the City of Encinitas is has been operating under a facade of transparency, accessibility, and credability.
In a sense, we all owe you a debt of gratitude for bringing the blatant corruption to light.
Your public indiscretions have served as a catalyst to unite individual activist in calling for a legitimate and credible city government. Keep up the avoidance, as it only give us more volume and public awareness of our city’s systemic problems.
Dan, I am disgusted by the political slime the haters are heaping on you. We all know the real you, and we all know this just vicious election year politics, and we’ll re-elect you so you can continue representing the REAL Encinitas. We want you to:
— Protect the Hall Community Park approval, and get it built.
— Assist Scripps Hospital in its expansion to better serve our needs.
— Initiate the northern Highway 101 and Cardiff specific plan.

Dan. We are with you in your fight against the politics of personal destruction. Politics as usual is what is destroying this great country of ours and I am so disgusted by the actions of your opponents that I would gladly vote for you twice if I could. COUNT ON MY VOTE and I’ll tell all my neighbors about the way you are being treated and to vote for you too. You have done so many wonderful things for our community and I love living here. Keep the faith and don’t participate in the negative campaigning.
