Ranch resident elected secretary and treasurer of the Chaîne

RANCHO SANTA FE — Rancho Santa Fe Resident Harold S. Small, J.D., CPA, AEP, a prominent attorney practicing in the area, was elected to a three-year term as the argentier (secretary/treasurer) for the Confrérie de la Chaîne des Rôtisseurs des Etats-Unis. This is one of the three highest offices in the United States of this organization, which is the oldest and largest international food and wine societies in the world. He was elected by the members of the National Council representing approximately 150 chapters of this organization from throughout the United States and will also serve as a director on its board of directors.
“I am honored that the members of the National Council overwhelmingly voted for me and elected me to be the Argentier for the Chaîne for the next three years,” Small said.
Small took the oath of office and was promoted to this new position in Fanuel Hall in Boston, Mass., by Yam Atallah, the International President of the Chaîne, who flew in from Paris, France, to conduct the ceremony. Small previously was the Audit Committee chairman for the United States and has held regional positions as the chambellan and echanson provincial and he headed the San Diego Chapter of the organization as its bailli (president), and also held other offices in the local chapter.
In addition, Small was also recently recognized in the 2008 Southern California — San Diego Super Lawyers list, published by Law & Politics. The attorneys were selected by their peers and represent the top five percent of all San Diego County attorneys.
The Chaîne is known for providing outstanding dining events and crafted beverage experiences for its members. “I want to continue the tradition of the Chaîne of providing outstanding and fun events for our members and creating opportunities, locally, nationally and internationally, that would not exist but for membership in the organization,” Small said.
Small’s practice involves estate planning, trust administration, estate and probate administration, real estate and corporate matters. He was recognized by FIVE STAR in San Diego Magazine as one of the 2007 Best in Client Satisfaction Wealth Managers in San Diego County and also was designated as a 2007 Super Lawyer. Small was presented with the 2006 Hartman Axley Lifetime Service Award by the National Association of Estate Planners & Councils, the largest estate planning organization in the world. The awards and recognition given to Small are based on his many years of dedicated service to his clients and also to his profession.
Small was instrumental in creating the Accredited Estate Planner designation for estate planners throughout the United States. In addition, he is also a CPA, and has taught attorneys, CPAs, chartered life underwriters, certified trust and financial advisors, chartered financial consultants, and certified financial planners, at classes conducted by The State Bar of California, the California CPA Foundation, the NAEPC and UCSD.
Small has written for the Rancho Santa Fe Review, and he has practiced law in the San Diego and area for more than 30 years providing estate planning, tax planning, probate and trust administration, and business and real estate transaction representation for clients during that time. He has served as the president of the National Association of Estate Planners & Councils and as president of the Estate Planning Council of San Diego. Mr. Small has served as Chairman of the Taxation Section of the San Diego County Bar Association and as a member of the State Bar of California Law Practice Management Section. He is a member of the AICPA and California Society of CPAs, and has served on numerous professional committees and organizations. Small has served as a member of the editorial board of Financial and Estate Planners Quarterly, taught for UCSD Extension on estate planning matters for professionals and nonprofessionals for more than 14 years, and taught for the USD Paralegal Program on probate and trust administration matters.
Small has served as chairman of the Taxation Section of the San Diego County Bar Association, chairman of the Insurance Committee of the San Diego County Bar Association, and as a member of the State Bar of California Law Practice Management Section. He is a member of the AICPA and California Society of CPA’s, and has served on numerous professional committees and organizations. In addition to being an attorney, Small also holds the professional designations of CPA and Accredited Estate Planner.
Small has been active in community affairs, having served with a number of organizations, including (but not limited to) service as the founding president and as a member of the board of directors of the Children’s Museum of San Diego, as a member of the board of directors and treasurer of the La Jolla Playhouse, as a director of the United Jewish Federation, and as a director of Fairbanks Ranch Country Club. He is a member of the Commanderie de Bordeaux and has been a member of the Society of Wine Educators.
