I have yet to see Gus Vina demonstrate that he knows HIS job.  He was only a City Manager for about a year when the Sacramento City Council gave him a vote of no confidence. 

He continues to lose support as he has enabled staff to be worse than they were before, he does not respond to emails or phone calls from citizens, hires new directors to place even more expensive layers between himself and the public, and he has misrepresented the cost of projects to the Council.  He might be a likable fellow, but he does not seem to be working out.]]></description>
