		<description><![CDATA[I respectfully disagree with Eric Quinn&#039;s recommendation (Letters, January 25, 2013) that the Encinitas City Council adopt the Encinitas Right to Vote Amendment outright without a vote of the people.  While a unilateral action by the council would save the City the cost of a special election, surely those who signed the initiative understood its clear language.  Section 13 of the initiative requests a special election.  Section 8 states the provisions of the initiative shall become effective after it is approved at an election of the voters.  Even though the California Election Code gives the council the option to adopt the initiative, that is not what the text of the initiative requests.  

It would be ironic to have the council take an action that is in direct contradiction to the motivation behind the initiative.  In doing so, the new council would be following the same practices the previous council majority were accused of by their critics.

Those who signed the initiative presumably thought the cost of a special election was worth it so the voters could decide the issue.  For this reason I think we should let the voters decide so that the issue may be settled and we can all move forward.]]></description>
