		<description><![CDATA[I discovered that only 20 business days were given for interested parties to submit proposals to EUSD.  This WASN&#039;T sufficient time!  More foundations and non-profits could have been noticed.  Normally, real estate is listed for six months!  Why was this rushed through?

An August 14, UT article, &quot;Encinitas School Board OK&#039;s Art Center,&quot; reports that developer John DeWald only put up $100,000, so far.  $200,000 more will be deposited AFTER Encinitas decides whether or not to approve a zoning change to mixed use residential.  We hope the City will honor its duty to be a good steward of land donated for the children and Maggie Houlihan&#039;s wishes, and NOT REZONE.]]></description>
