		<description><![CDATA[Gus Vina wrote a piece about the City&#039;s impressive handling of finances.  

Last night it was revealed that they are paying Encinitas planners to take about 6 months to count dots from the bogus, dot exercise that they created for Encinitas participants.  This activity was basically invalid to start with.

This General Plan just continues to be a massive drain on our city resources!]]></description>

		<description><![CDATA[I am happy for the skateboarders and dog lovers, especially.  I’m concerned because we were told the City was in &quot;excellent financial health,&quot; so that we could afford to &quot;pay as we go.&quot;  This proved to be more deceit by Mayor Jerome Stocks &amp; his cohort departing Councilmember Jim Bond, who has been on Council for two or three terms too long, at 20 years, 5 terms.  

I still support term limits.  And I support our city functioning within its means.  If we had to float a bond, it should have been a GO (General Obligation) Bond, as then the voters, that&#039;s right, we, the taxpayers, get to choose if we are willing to pay back the principal and interest, although the interest is low, now.  Sometimes, &quot;chicks may be free,&quot; money isn&#039;t.

Honestly, I feel the so-called &quot;community park&quot; has widespread support, for just THAT, a community park that fulfills a variety of needs.  Personally, I feel our community is too small to support so many &quot;multi-use&quot; playing fields, as they are 100 yards each, while the grade school soccer leagues only play on half a field.  

My vision is that our park use could set a priority for local community members, not hosting so many inter-city tournaments, etc. In other words, the original Hall Property workshops advocated for more passive areas, walking, picnicking, and less of an artificial turf &quot;sports complex&quot; atmosphere.  I do feel we shoud have one soccer field, one baseball diamond, and maybe a couple of multi-use fields.  To have four or five 100 yard fields, well, that&#039;s not truly a community park; we know this!

Someone said at the meeting that asking for GO Bonds &quot;is a delaying tactic.&quot;  Right.  Just like the banks requiring people to actually &quot;show papers,&quot; to demonstrate income, before handing out low interest loans, could be labeled a delaying tactic, for those living high on deceptive debt, NOT actually collateralized by a REVENUE STREAM.

We should have had a say in the matter, through a vote, as the State Constitution requires a vote for bond financing for instruments over $300,000 EXCEPT when there is no actual debt incurred to the General Fund, on an ongoing basis, due to a revenue stream,  consideration paid to the Financing Authority for use and occupation of the property.  We do NOT stand to collect revenues significant enough to repay the principal and the interest of the revenue bond which is being used to finance the Hall (Community) Park improvements, through the public&#039;s use and occupation of them, EXCEPT through continuing and mounting indebtedness to the Encinitas General Fund.

IF members of the community of Encinitas truly support financing the park, as designed, through bonds, we WOULD vote, post haste, and it could have been at November&#039;s general election, to PASS the bond, and build the park, just as the school bond for 44 million passed in November of 2010.  Mayor Jerome Stocks, with the cooperation of our city manager, who sounds too much like a car salesman, to me, has again led Council by the &quot;rings through their noses&quot; to the public trough, by doing an end run around the voters.  This will be the third lease revenue bond we&#039;ll have to be paying interest on, all to finance more and more development, with less and less local control.]]></description>
