		<description><![CDATA[A chart published in the UT that documents over 30 county agencies from 2010-2011 shows that Encinitas has the second to the worst level of cash reserves in the county at 4%.  They need to start laying off City staff immediately!  Considering that this information is already a year old and we understand the trend for Encinitas, I would guess that our City has negative cash reserves by now.  

Why do school districts lay off teachers when they have 30% cash reserves, yet our City leaders boast of their favorable financial position?  

The City of Bell has nothing on Encinitas.  We haven&#039;t scratched the surface yet, and they are all trying to cover their tracks.  Voters, it is left to us to bring in honest, new leadership.]]></description>
