		<description><![CDATA[If enough residents care about a sunshine ordinance they can write their own, give the council an opportunity to adopt it or place it on the ballot, and if the council rejects these opportunities, the residents can gather signatures and place it on the ballot themselves for the voters to decide. This is easier done in smaller communities, like Dixon near Sacramento, where petitions for a very powerful sunshine ordinance are now being circulated. 		<description><![CDATA[I watched the meeting where Jerome Stocks made a motion that would allow for Kristin Gaspar to become Mayor for the next 2 years, based on a previous election--creating a retroactive power grab under the guise of allowing &quot;citizens&quot; to select the Mayor.  This is an example of the type of thing that the Council Majority does all of the time.  

They have pre-meeting discussions and make agreements in the absense of actual citizen input or seemingly Teresa Barth&#039;s contributions, then boast of their cooperative, team approach.  

In this way, they are able to cater to the special interests like employee unions and builder doners, whose interests go against the 95% of the Encinitas citizens who end up paying for these back room deals to benefit the Majority&#039;s campaign contributors!]]></description>
