This is an example of the type of thing that the Council Majority does all of the time.

They have pre-meeting discussions and make agreements in the absense of actual citizen input or seemingly Teresa Barth’s contributions, then boast of their cooperative, team approach.

In this way, they are able to cater to the special interests like employee unions and builder doners, whose interests go against the 95% of the Encinitas citizens who end up paying for these back room deals to benefit the Majority’s campaign contributors!
