		<description><![CDATA[This appears to be a well-intentioned government action to help with conservation.  However, I believe the unintended consequences of this &quot;bagging ordinance&quot; will hurt more than help local business.

In today&#039;s difficult economic times, government agencies should be assisting struggling California small businesses instead of trying to control them.

Too many businesses have already been lost to other states because of undue government interference.  

As for me, I will choose to shop in another local community that supports local business.]]></description>
