		<description><![CDATA[Phil Cotton always got the best effort out of the staff; he could foresee problems; did not suffer fools gladly; (except council-people, his job daily) always gave his best effort, which is better than most and gave more to the city than he received. 

While the chronically unemployed, bitter and envious might decry his tenure as City Manager; he was always a fair arbiter in the battles between the majority and minority on the council, both sides of which have leaders that are arguably borderline personalities and also unemployed. It is unfortunate that Ms. Barth will not honestly admit to the voters what the City Staff knows for a fact, that Phil and the City Attorney clearly told her that her complaint was not properly constructed, and that it was she, a councilwoman that believed she was an employee that demanded that the City of Encinitas expend the money for the investigation.

The residents whom Phil Cotton has served will have to search far and wide to find someone of quality that will serve us better than he.

The haters might want to check their envy at the door before castigating someone of Cotton&#039;s quality. ]]></description>
