City and raft of paid consultants are off track -- multiplying the cost of sand by the size of the seawall is a pennies for dollars folly designed to wall off the entire coast.  The ONLY fair way to value the loss of the public beach is to require seawall applicants to purchase a nearby, unobstructed privately owned beach and require it be permanently dedicated to public recreation by Joe the Plumber and Tito the Surfer.  Otherwise, you end up with people &#039;buying&#039; a public beach for $50k, while the value of their house + seawall goes from $1 mil. to $3 mil.  Nothing more than public welfare for millionaire seaside homeowners.]]></description>

It provides guidance for local governments to effectively develop a land use plan and a comprehensive local coastal program which can be amended from time to time as well as provides a State mandated 5 yr periodic review as a safeguard to amend its LCP because of change laws and scientific studies. Unfortunately, the Coastal Commission&#039;s severe budget cuts has undermined the program&#039;s mandates and goals. Unfortunately, it&#039;s the citizens of this State who will suffer coastal access and coastal protection of its unique natural resources.]]></description>
